Pedro Espaillat

Researcher, currently pursuing a PhD in Public Administration

Pedro Espaillat is an independent researcher and consultant based in Geneva specialising in public contracting, governance, and performance management. He holds a Ph.D. in Public Management and Geopolitics from ESADE Business School and a Master in Public Administration from Columbia University. He was a Harvard Government Performance Lab Fellow with the State of Connecticut and has worked for the International Monetary Fund.

His research bridges economic and behavioural contracting theory with real-world evidence, with published work on performance-based contracting and SME barriers to public procurement. Beyond research, Pedro advises governments and international organisations on procurement reform, public-private collaboration, and governance. He has worked with the International Labour Organisation, the Open Contracting Partnership, the Open Government Partnership, among others across 15+ countries in Africa, Europe, Latin America, and the Caribbean.
